ACA 17: Individuals with disabilities: direct benefit payments.
This proposed constitutional amendment would add a new section to the California Constitution to protect individuals with disabilities. It would ensure that direct benefit payments to individuals with disabilities are made only through the enactment of an urgency statute, and would prohibit other unrelated provisions from being included in the bill. The amendment would specifically apply to the state supplementary program for the aged, blind and disabled, the cash assistance program for aged, blind, and disabled legal immigrants, the state disability insurance program, and the workers' compensation system. The amendment would be self-executing and severable, allowing it to take effect immediately if passed by the legislature.
