SB 1001: Local agency, public utility, or mutual water company: personnel access: Personal Identity Verification-Interoperable.
The bill requires the Office of Emergency Services to issue a personal identity verification-interoperable (PIV-I) credential to local agencies, corporations, or mutual water companies responsible for public works and critical infrastructure, allowing them to access an area during or following a natural disaster, act of terrorism, or other man-made disaster. The credentialing process must conform to federal standards, and the application must be signed by a duly authorized representative. The Office of Emergency Services can impose a fee for the PIV-I card, which must not exceed the reasonable costs of the identification card program. Individuals with a valid PIV-I card are allowed to enter a closed area during a disaster unless a peace officer determines it is unsafe or would interfere with disaster response.
