What SB 1032 does, verified August 15, 2026

The bill requires staffing agencies to register with the labor commissioner before conducting business in the state and annually thereafter. To register, agencies must submit an application certified under penalty of perjury and provide proof of a current workers' compensation policy in effect for all employees. If a registered agency fails to maintain the required insurance, the commissioner may deny, suspend, or revoke the registration after a hearing. The bill also prohibits businesses from using the services of an unregistered staffing agency and authorizes registered agencies to bring action against unregistered agencies or businesses that misuse their services. The commissioner is also required to post a list of registered staffing agencies online and promulgate regulations to carry out these provisions.
