The bill aims to conserve the western joshua tree by regulating its relocation and sale. It prohibits importing, exporting, or selling western joshua trees, except for relocation within the same parcel or to a contiguous parcel owned by the same owner. The bill also authorizes the department of fish and wildlife to permit the relocation of western joshua trees if the permittee mitigates all impacts. Alternatively, the permittee can pay fees instead of completing the mitigation measures. The bill defines "take" to exclude unintentionally causing the death of a western joshua tree.
