This bill aims to improve air quality in disadvantaged communities by revising the definition of "disadvantaged community" to include unincorporated communities. The state must update its statewide strategy to reduce toxic air contaminants and criteria air pollutants every 3 years. Local communities must submit their plans for reducing emissions to the state board for review and approval. The state board can enforce these plans and provide grants to community-based organizations for technical assistance. Local governments must align their land use decisions to support community emissions reduction programs and plans, and individuals can seek a de novo review of land use decisions that don't align.
