SB 1108: Grassland Ecological Area Conservancy.
This bill establishes the grassland ecological area conservancy within the Natural Resources Agency to protect and conserve the physical, cultural, archaeological, historical, and living resources of the designated grassland ecological area and focus area. The conservancy will be governed by a board composed of designated voting members and nonvoting liaison advisers. The board will have powers and duties to manage and conserve the lands, and the conservancy will have a fund to receive and disburse funds for specified purposes. The bill also requires that all funds received by the conservancy, including donations and lease income, be deposited into the fund. The state will be required to reimburse local agencies for costs mandated by the state, if the Commission on State Mandates determines that the bill contains such costs.
