It requires regional rail operators to integrate their fare systems with the intercity rail operator's system by July 1, 2027. The bill also requires joint powers boards, which administer state-funded intercity rail services, to develop a special events service plan that includes an intercity rail operating schedule and fare system integration for special events. This plan must be included in the joint powers board's annual business plan, starting with the 2027-28 fiscal year. The bill may impose additional costs on local agencies and school districts, and if deemed so by the commission on state mandates, reimbursement for those costs will be made pursuant to the state's reimbursement procedures.
