California · Senate · 2025–2026 Regular Session · last verified February 3, 2026

What SB 242 does, verified February 3, 2026

This bill aims to improve healthcare coverage for California residents. It would allow individuals 65 and older or those with disabilities to purchase Medicare supplement insurance during open enrollment periods. The open enrollment periods would be guaranteed issue, meaning no one would be denied coverage based on their health status. The bill would also prohibit health insurance companies from discriminating against applicants based on age, health status, or medical condition during open enrollment periods. Additionally, the bill would require health insurance companies to offer Medicare supplement insurance to individuals with end-stage renal disease. The open enrollment periods would begin on January 1 of each year and last for 90 days. Premium rates would vary based on the applicant's age at the time of issue, but not after the contract is issued.
