This bill expands the exemption for composting activities, allowing operations to handle and compost up to 200 cubic yards of feedstock and compost onsite at any one time, without needing a permit. For public agencies, this limit increases to 500 cubic yards. The department of resources recycling and recovery can further increase these amounts by regulation. The bill also allows composting activities to give away or sell up to 5,000 cubic yards of compost product annually, without needing a permit. However, this limit can be increased to 10,000 cubic yards for composting agricultural materials and residues from large-scale biomass management events at agricultural facilities, subject to departmental regulation.
