This bill aims to develop a plan for the alternative fuel needs of oceangoing vessels that call at California's public seaports by December 31, 2030. The plan should identify barriers to permitting alternative fuel facilities at seaports and opportunities to address those barriers. The plan will also consider the emission reduction goals of seaports. To develop the plan, a working group will be convened to advise on the required information. The state board will provide the energy commission with information on fuels that comply with the state board's regulations for oceangoing vessels.
