SB 430: Local agencies: automated decision systems.
This bill aims to regulate the use of automated decision systems in local agencies, particularly in relation to conferring supportive services, permits, or licenses. It prohibits local agencies from using output from the system as the sole basis for adverse eligibility or benefit determinations affecting individuals. The bill requires local agencies to verify the accuracy of the system's outputs and promote nondiscrimination in its use. Governance boards of local agencies must conduct audits or quality control reviews to ensure acceptable accuracy. The Government Operations Agency (GOVOPS) is authorized to develop and make publicly available guidance for local agencies' use of automated decision systems. GOVOPS must notify the Joint Legislative Budget Committee before issuing guidance and provide technical assistance upon request.
