What SB 439 does, verified December 13, 2025

The bill extends the operation of the California Health Benefit Review Program and the Health Care Benefits Fund through July 1, 2033. It also authorizes the continued assessment of the annual charge on health care service plans and health insurers for the next six years. The bill increases the allowable total annual assessment to $3,200,000 and removes the Healthy Families Program from the list of publicly funded state health insurance programs. The program and fund will become inoperative on July 1, 2033, and will be repealed on January 1, 2034.
