SB 499: Residential projects: fees and charges.

The bill aims to amend existing law regarding land use. It would allow local agencies to collect utility service fees and charges at the time of application, as long as these fees do not exceed the costs incurred by the utility provider. Additionally, local agencies can collect fees and charges for public improvements and facilities, such as water, sewer, and wastewater services, earlier than the certificate of occupancy date. However, these fees must be consistent with the law prohibiting fees exceeding the estimated reasonable cost for providing the service. Local agencies can also collect fees for fire, public safety, and emergency services, including parkland and recreational facilities, if they are related to emergency purposes and identified in the local agency's safety element or hazard mitigation plan.
