The bill aims to amend the Government Code to regulate campaign financing. A behested payment is a payment made at the request of a committee, elected official, or public utilities commission for personal, charitable, legislative, or governmental purposes. The current law requires reporting of behested payments exceeding $5,000 in the aggregate from the same source in the same calendar year. The proposed bill would exempt behesting officers or commission members from reporting these payments if they make a public appeal for payment, unless a conflict of interest exists. The bill also proposes additional changes to the Government Code, which would only take effect if the bill and another related bill are enacted and the proposed bill is enacted last. The bill further declares that it furthers the purposes of the Government Code.
