SB 808: Civil Actions: writs: housing development projects.
This bill adds two new sections to the code of civil procedure. It establishes an expedited judicial review process for decisions related to housing development projects or residential units, similar to an existing procedure for local public agency decisions involving expressive conduct protected by the first amendment. A petitioner, the attorney general, or the department of housing and community development can file a petition for writ of mandate. The local agency must compile a record of its proceedings and certify it within 15 days of service of the writ. A hearing must be set within 45 days of the writ's filing, and the court must issue a decision within 30 days or 75 days, whichever is earlier.
