This bill aims to reduce greenhouse gas emissions in California by promoting the use of biomass resources. The state air resources board must publish an assessment of life-cycle emissions from alternative biomass uses by January 1, 2028, and a strategy to support beneficial carbon removal products, such as biochar, by January 1, 2029. The department of forestry and fire protection must require state-funded forest health projects to include a forest biomass disposal component, which includes methods to determine the amount of biomass to be removed and burned. The state energy resources commission must consider the value proposition of using biomass resources for low-carbon fuels, including hydrogen produced through noncombustion conversion technology.
