SB 979: Planning and zoning: housing element: regional housing needs allocation: judicial review.
This bill aims to amend the existing land use law to provide judicial review of the final determination of regional housing needs allocation. The law requires each county and city to adopt a comprehensive plan that includes a housing element, and the council of governments determines the existing and projected need of housing for each region. The council then allocates a share of the regional housing need to each local government. The bill would allow local governments to appeal the allocation and require the council to make a final determination that is subject to judicial review. This would provide an additional layer of oversight and accountability in the allocation process.
