What A 6900 does, verified January 10, 2026

The proposed law aims to regulate the length of time a non-citizen with a visa can hold a driver's license, learner's permit, or non-driver identification card. A non-citizen's driver's license or learner's permit will expire upon the expiration of their visa or the date it would normally expire, whichever comes first. If the license or permit expires before the visa, the non-citizen can renew it by providing proof of a valid visa. The same rules apply to identification cards issued to non-citizens with visas. The law will take effect 90 days after it becomes a law, and the Department of Motor Vehicles is authorized to make necessary rule changes to implement the new requirements.
