What A 7170 does, verified January 10, 2026

The bill aims to protect parents and guardians from being accused of educational neglect due to their child's absence from school during the COVID-19 pandemic. Excessive absences during the declared state disaster emergency will not be considered neglect if the child lacked access to remote learning resources or opportunities, or if the parent/guardian was caring for someone with COVID-19 or was sick themselves. Investigations into claims of educational neglect will be closed unless the school district can demonstrate that the child had the opportunity and resources to participate in remote learning. The provisions of this section apply to all investigations of educational neglect commenced since the declaration of the state disaster emergency. The bill takes effect immediately.
