S 4481: Creates an adoption tax credit in the amount of fifty percent of qualified adoption expenses, or ten thousand dollars, whichever is less.
The proposed tax credit aims to provide financial assistance to residents who adopt a child. A resident taxpayer will be allowed a credit against their tax imposed by the state in an amount equaling fifty percent of the qualified adoption expenses paid during the taxable year, up to ten thousand dollars. If the credit exceeds the taxpayer's tax for the year, the excess will be treated as an overpayment of tax to be credited or refunded, without interest. The credit will apply to taxable years beginning on and after January 1, 2026. Qualified adoption expenses include reasonable and necessary fees, court costs, attorneys' fees, and other expenses directly related to the legal adoption of a child.
