The bill aims to improve the process of obtaining a driver's license in New York State. It requires applicants to take a road test in a representative vehicle that is appropriate to the type of license they are applying for. The road test must include a "pedestrian and bicyclist safety" awareness component. The bill also requires the commissioner to provide a mandatory component in the pre-licensing course on the laws relating to handicapped accessible parking. Additionally, the bill allows the commissioner to establish a program to allow persons other than employees of the department to conduct road tests in representative vehicles. This program must be established after holding a public hearing and setting forth the commissioner's reasons in writing. The bill takes effect on the one hundred twentieth day after it becomes a law.
