S 5729: Adds hazardous air quality to the state definition of a disaster; requires explicit inclusion of air quality emergency preparedness in local comprehensive emergency management plans with an action plan and annual inventory of air quality emergency resources.
The bill aims to expand the definition of a disaster in New York State to include hazardous air quality. Currently, the definition of a disaster includes natural or man-made causes, but it does not specifically mention air contamination. The bill would add air quality emergencies to the list of potential disasters, requiring local governments to develop an action plan and inventory of air quality emergency resources. This change would help prepare communities for and respond to air quality emergencies, such as those caused by industrial accidents or natural disasters. The bill would take effect immediately, allowing local governments to begin preparing for and responding to air quality emergencies.
