S 6874: Requires the commissioner of transportation to install and maintain fiber optic utility along all highways and thruways in the state for access to fiber optic and broadband services.
The bill aims to install fiber optic utilities along certain highways in New York State. The New York State Thruway Authority and the Metropolitan Transportation Authority must enter into agreements with fiber optic utilities to install, maintain, and utilize fiber optic facilities and cables along highways. This will enable access to fiber optic and broadband services. The bill also requires that any highway or thruway project receiving state funding include the installation of conduits suitable for fiber optic cables or wireless facilities that support broadband services. Providers of broadband services must have access to broadband conduits installed by the state, on a competitively neutral and nondiscriminatory basis, for a charge not to exceed a cost-based rate. The bill allows the state to enter into agreements and contracts to ensure fiber optic cable is installed along highways.
