What S 7744 does, verified September 28, 2025

The bill authorizes the city of Albany to discontinue the use of certain park lands for public school purposes and sell and convey the land at fair market value. The city can use the proceeds to acquire new park lands or make improvements to existing park and recreational facilities. The city must dedicate an amount equal to or greater than the fair market value of the park lands towards this purpose. If the city received federal funding for the purchase, maintenance, or improvement of the park lands, it must comply with federal requirements before discontinuing the park lands. The discontinuation and alienation of the park lands are subject to the conditions set by the Secretary of the Interior to ensure equivalent lands are acquired in the future.
