Senate BillIntroduced
S 8695: Provides for administrative review when applying for an additional certification by applicants to become certified community behavioral health clinics if such applicant is already certified by either the department of mental health or the office of addiction services and supports and is in good standing for five or more years.
What S 8695 does, verified May 2, 2026
The bill aims to amend the Mental Hygiene Law to facilitate joint certification of community behavioral health clinics. This certification allows clinics to receive state and federal funding. Currently, an applicant already certified by the department or the office of addiction services and supports must undergo administrative review when applying for an additional certification. To address this, the bill ensures that applicants who have been certified in good standing for five or more years are exempt from administrative review for subsequent certifications. The bill takes effect on the 30th day after it becomes a law.
