S 9263: Requires utilities accept public assistance payments including payments from the home energy assistance programs and emergency funding programs.
What S 9263 does, verified June 3, 2026
The bill aims to protect low-income households from utility shut-offs by allowing public assistance payments to be accepted and credited by utilities. It amends the existing law to treat these payments as full payment for all purposes, including restoring utility service and collecting other debts. If the payment is not sufficient to cover arrears, the utility company will encourage the customer to apply for additional public assistance programs and offer a payment plan for the remaining balance if the customer is eligible. The changes take effect immediately.
