SB 346: Create the 1905 Wright Flyer III license plate
The state of Ohio is creating a new specialty license plate called the "1905 Wright Flyer III" plate. This plate will be available for purchase by vehicle owners who meet certain criteria. The plate will display an approved logo and words selected by representatives of the Ohio History Connection, in addition to the vehicle's registration information. To purchase the plate, owners must pay the regular license tax, any applicable motor vehicle license tax, and an additional fee of $10. The state will also collect a $25 contribution from each application and registration renewal notice. The proceeds from the license plate sales will go towards the Ohio History Connection and the Ohio War Orphans and Severely Disabled Veterans' Children Scholarship Program.

To amend sections 4501.21 and 5910.07 and to enact section 4503.4913 of the Revised Code to create the "1905 Wright Flyer III" license plate.
BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF OHIO:
(A) There is hereby created in the state treasury the license plate contribution fund. The fund shall consist of all contributions for specialty license plates paid by motor vehicle registrants and collected by the registrar of motor vehicles pursuant to the Revised Code sections referenced in division (B) of this section.
(B) The registrar shall pay the contributions the registrar collects in the fund as follows:
(A) The owner or lessee of any passenger car, noncommercial motor vehicle, recreational vehicle, or other vehicle of a class approved by the registrar of motor vehicles may apply to the registrar for the registration of the vehicle and issuance of "1905 Wright Flyer III" license plates. The application may be combined with a request for a special reserved license plate under section 4503.40 or 4503.42 of the Revised Code. Upon receipt of the completed application and compliance by the applicant with divisions (B) and (C) of this section, the registrar shall issue to the applicant the appropriate vehicle registration and a set of "1905 Wright Flyer III" license plates and a validation sticker, or a validation sticker alone when required by section 4503.191 of the Revised Code.
In addition to the letters and numbers ordinarily inscribed on the license plates, "1905 Wright Flyer III" license plates shall display an appropriate logo and words that are selected by representatives of the Ohio history connection and approved by the registrar. "1905 Wright Flyer III" license plates shall display county identification stickers that identify the county of registration as required under section 4503.19 of the Revised Code.
(B) "1905 Wright Flyer III" license plates and a validation sticker, or validation sticker alone, shall be issued upon receipt of an application for registration of a motor vehicle under this section; payment of the regular license tax as prescribed under section 4503.04 of the Revised Code, any applicable motor vehicle license tax levied under Chapter 4504. of the Revised Code, any applicable additional fee prescribed by section 4503.40 or 4503.42 of the Revised Code, an additional administrative fee of ten dollars, and a contribution as provided in division (C)(1) of this section; and compliance with all other applicable laws relating to the registration of motor vehicles.
(C)(1) For each application for registration and registration renewal notice the registrar receives under this section, the registrar shall collect a contribution of twenty-five dollars. The registrar shall deposit this contribution into the state treasury to the credit of the license plate contribution fund created in section 4501.21 of the Revised Code.
(2) The registrar shall deposit the administrative fee of ten dollars, the purpose of which is to compensate the bureau of motor vehicles for additional services required in the issuing of "1905 Wright Flyer III" license plates, into the state treasury to the credit of the public safety - highway purposes fund created in section 4501.06 of the Revised Code.
The Ohio war orphans and severely disabled veterans' children scholarship donation fund is created in the state treasury. The fund shall consist of gifts, bequests, and grants, and contributions made to the fund under section 5910.02 of the Revised Code, and contributions deposited in accordance with section 4501.21 of the Revised Code. Investment earnings of the fund shall be deposited into the fund. The fund shall be used to operate the war orphans and severely disabled veterans' children scholarship program and to provide grants under sections 5910.01 to 5910.06 of the Revised Code.
That existing sections 4501.21 and 5910.07 of the Revised Code are hereby repealed.
