SR 51: Reaffirm Ukraine's sovereignty; support the people of Ukraine
The resolution reaffirms Ukraine's sovereignty and supports the Ukrainian people following Russia's invasion. It condemns the unprovoked and unjustified attack on Ukraine, three years after the invasion began. A R E S O L U T I O N
To reaffirm Ukraine's sovereignty and to support the 1
people of Ukraine following the third-year anniversary 2
of Russia's invasion of Ukraine. 3
BE IT RESOLVED BY THE SENATE OF THE STATE OF OHIO:
WHEREAS, On Thursday, February 24, 2022, Russia announced 4
on television that it had decided "to carry out a special 5
military operation" in Ukraine; and 6
WHEREAS, Shortly thereafter, Ukraine's national emergency 7
service reported attacks across the country, and the foreign 8
minister labeled it "a full-scale invasion"; and 9
WHEREAS, Military aggression has resulted in both military 10
and civilian casualties in Ukraine, with the Office of the 11
United Nations High Commissioner for Human Rights verifying a 12
total of 41,783 civilian casualties as of January, 2025, but 13
stating that the actual number is likely higher; and 14
WHEREAS, Ohio is home to more than 44,000 people of 15
Ukrainian descent, with Ohio's largest Ukrainian community 16
living in Northeast Ohio; now therefore be it 17
RESOLVED, That we, the members of the Senate of the 136th 18
General Assembly of the State of Ohio, condemn the unprovoked 19
and unjustified attack on Ukraine following the three-year 20

RESOLVED, That we continue to pray for the people of 22
Ukraine and those disaffected by the war; and be it further 23
RESOLVED, That we affirm Ukraine's independence, 24
sovereignty, and territorial integrity, as guaranteed by the 25
United Nations Declaration on Principles of International Law 26
Concerning Friendly Relations and Co-operation Among States; and 27
be it further 28
RESOLVED, That the Clerk of the Senate transmit duly 29
authenticated copies of this resolution to the members of the 30
Ohio Congressional delegation and the news media of Ohio. 31
