AB 1003: Public health: emergency plans and wildfire research.

What AB 1003 does, verified December 6, 2025

The state department of public health must develop a plan with recommendations and guidelines for counties to use in case of significant air quality events caused by wildfires or other sources. The plan must be completed on or before June 30, 2027, and distributed to local and state entities within 14 days of completion. The county-specific plan must incorporate a process to conduct outreach and communicate to the public and key stakeholders about the plan. Local officers must be distributed a copy of the plan after it's adopted by the county within 14 days. The department must post a copy of each county-specific plan after receiving each plan from the county. If the commission on state mandates determines that the bill contains costs mandated by the state, reimbursement for those costs must be made according to state law.
