AB 1073: Employment Development Department: disclosure of wage information: qualified third-party vendors.
The bill aims to allow employees to share their wage information with a qualified third-party vendor with their written permission. Employees can request electronic transmission of their wage information directly to or through a qualified third-party vendor for permissible uses, such as data analysis or research. A qualified third-party vendor must use the employee's wage information for a permissible use and share it with a subscriber, subject to restrictions. The bill prohibits the state from expending funds to execute an agreement with a qualified third-party vendor, and instead charges and collects fees from vendors to cover startup costs and administration expenses. The bill makes it a misdemeanor to access, use, or disclose confidential wage information without authorization. No reimbursement is required for costs associated with implementing this provision.
