What AB 1140 does, verified December 7, 2025

This bill would require the Secretary of the Department of Corrections and Rehabilitation to develop and implement a pilot program to house people who are incarcerated at 4 adult prison facilities in single-occupancy cells by January 1, 2027. The pilot program would apply to 10% of the population housed at each of the 4 facilities and participation would be voluntary. The Secretary would be required to select the 4 facilities and establish criteria to determine who will be housed in single-occupancy cells. A report detailing the pilot program's progress would be required to be transmitted to the Governor and the Legislature by March 15, 2028.
