What AB 929 does, verified December 7, 2025

This bill aims to improve the management of groundwater in California. A groundwater sustainability agency can regulate groundwater extraction, but it cannot impose fees on small community water systems serving disadvantaged communities or managed wetland extractors under certain conditions. The agency must also consider the water supply and economic impacts of its plans on these entities. Additionally, the agency cannot establish groundwater extraction allocations for these entities without their consent. The provisions of the bill will expire on January 1, 2029.
