AB 1150: Local agencies: airports: alternative customer facility charges.
An airport can require rental companies to collect a customer facility charge to finance, design, and construct airport vehicle rental facilities and common-use transportation systems. The charge cannot exceed the reasonable costs of these activities. Rental companies can collect a charge if it does not exceed the reasonable costs. Airports can also require companies to collect an alternative customer facility charge if it is needed to cover additional project costs. The maximum daily alternative charge is currently $9, but it can be increased to $12. Proceeds from alternative charges can be used for major maintenance of the rental facility, and not for terminal modifications.
