An act to add and repeal Section 25302.8 of the Public Resources Code, relating to energy.

AB 1182, as introduced, Irwin. State Energy Resources Conservation and Development Commission: report: electrical grid infrastructure manufacturing.
Existing law requires the State Energy Resources Conservation and Development Commission to biennially adopt an integrated energy policy report that contains an overview of major energy trends and issues facing the state, including, but not limited to, supply, demand, pricing, reliability, efficiency, and impacts on public health and safety, the economy, resources, and the environment, and that presents policy recommendations based on an in-depth and integrated analysis of the most current and pressing energy issues facing the state, as specified.
This bill would require the commission to prepare and submit a report, on or before July 1, 2026, to the Governor and the Legislature regarding the status of electrical transmission and distribution grid infrastructure manufacturing in this state.
The people of the State of California do enact as follows:
SECTION 1.
Section 25302.8 is added to the Public Resources Code, to read:25302.8.
The commission shall prepare and submit a report, on or before July 1, 2026, to the Governor and the Legislature regarding the status of electrical transmission and distribution grid infrastructure manufacturing in this state, including the manufacturing of substation transformers, transmission lines, and other related equipment.(b) (1) A report to be submitted pursuant to subdivision (a) shall be submitted in compliance with Section 9795 of the Government Code.
(2) Pursuant to Section 10231.5 of the Government Code, this section is repealed on January 1, 2030.
