AB 1194: Pupil literacy: administrative services credential program standards and professional development: instructional materials.
The bill aims to improve teaching literacy in California's public schools. The state department of education will create a list of professional development programs for teachers on effective means of teaching literacy, including in-person and virtual formats. The list will be posted on the department's website by September 1, 2026. The commission on teacher credentialing will revise the standards for the preliminary services credential with a specialization in administrative services. The revised standards will include preparation on supporting teachers in delivering instruction through effective means of teaching literacy. The commission will certify that all approved professional preparation programs and internships meet these standards by September 1, 2029.
