AB 1704: Greenhouse gases: embodied carbon building materials.

The bill aims to reduce greenhouse gas emissions in the building sector by measuring the average carbon intensity of building materials used in new constructions. The state air resources board must develop a framework for measuring embodied carbon by December 31, 2026. By December 31, 2028, the board must create a comprehensive strategy to achieve a 40% net reduction in greenhouse gas emissions from building materials by 2035. The board can establish an embodied carbon trading system, but only if building materials with lower embodied carbon have reached cost parity with conventional materials. If not, the board can delay or suspend implementation for at least 5 years.
