AB 1818: California State University: employer-employee relations: meeting and conferring.

This bill would amend the law governing the California State University system. It would delete a provision that requires written memoranda between the university and the legislature to be effective only if the legislature or governor takes specific actions. Instead, these memoranda would be effective, allowing the parties to meet and confer without the need for legislative approval. The bill would also keep in place a provision requiring the university to maintain close liaison with the Department of Finance and the legislature regarding fiscal ramifications of the memoranda. Additionally, the bill would specify that the duty to meet and confer in good faith does not relieve the university from complying with its obligations under a collectively bargained agreement.
