This bill creates a contingency fund to support nutrition assistance programs during federal government shutdowns or appropriations lapses. The fund will be used to maintain continuity of programs, such as CalFresh and WIC, and will be replenished with federal reimbursements. The state departments of social services and public health will be authorized to borrow money from certain sources to maintain uninterrupted services during a federal shutdown. The loan repayment terms will be set forth in the bill, and the departments will be required to report any use of the fund to the legislature. The bill will make these provisions severable and will expire on January 20, 2029, but will resume any necessary provisions until obligations are fully satisfied.
