California · Assembly · 2025–2026 Regular Session · last verified August 25, 2026

What AB 2231 does, verified August 25, 2026

This bill would exempt hospital projects located in the city of Emeryville or City of Santa Clara from the California Environmental Quality Act (CEQA). The exemption would not apply to projects that do not comply with specific labor requirements. The bill would require a lead agency to determine if a hospital project is exempt from CEQA before making a determination. The bill makes legislative findings and declarations as to the necessity of a special statute for the cities of Emeryville and Santa Clara. No reimbursement is required for the costs associated with implementing this bill.
