This bill aims to amend the California retail food code to allow microenterprise home kitchen operations (mehkos) to operate in residential dwellings without restrictions. A nondiscretionary permit is required for mehkos to use a residence as a food operation. The governing body cannot prohibit mehkos from operating in residential areas or restrict the number of operations allowed within their jurisdiction. The enforcement agency is responsible for issuing permits without a hearing and is the sole local permitting authority. Permits must be available by July 1, 2027.
