This bill aims to streamline housing approvals by introducing objective planning standards. It requires local governments to review and modify development proposals based on specific zoning, subdivision, and design standards that were in effect at the time of the original application. The bill limits the review area to the physically disturbed site described in the application, unless otherwise stated. It also allows for modifications to be evaluated for consistency using the same assumptions and analytical methodology as the original application. The bill extends the time for approval during litigation and provides that this extension applies to all subsequent modification requests. Additionally, it makes nonsubstantive changes and applies to all cities, including charter cities, as changes proposed by this bill address a matter of statewide concern.
