AB 2447: Water: Nitrogen Pollution Reduction Act.
The state water resources control board is required to update the irrigated lands regulatory program to reduce nitrogen waste discharges from commercial irrigated agricultural areas. Regional boards must adopt revised orders with waste discharge requirements by January 1, 2028, to meet specific reductions in nitrogen waste discharges. The state board must publish a list of standardized crop names and categories, and a statewide methodology for calculating nitrogen balances, by July 1, 2027. The methodology must account for available soil nitrogen and be used by regional boards to incorporate into revised orders. A report on progress achieved in implementing these requirements, including data on nitrogen waste discharge reductions, must be submitted to the legislature by January 1, 2031.
