AB 2739: Water: affordability and system stabilization.
This bill aims to establish a water affordability and system stabilization fund to support the state's water infrastructure. The fund will be held in the state treasury and managed by the state treasurer, who will also serve as the trustee of the water affordability and system stabilization trust. The trust will generate income, which will be transferred to two funds: the water rate assistance fund and the community water affordability assistance fund. For the first 25 years, 45% of the trust's income will go to the water rate assistance fund, while 10% will be invested as part of the trust's principal. After 25 years, this ratio will change to 50% for each fund.
