AB 2489: Controlled substances: research.
The bill aims to provide research opportunities for veterans with severe mental health conditions by allowing the research advisory panel to submit an investigational new drug application to the US FDA for clinical trials of Schedule I or II controlled substances. The research advisory panel would be able to expedite approval of the research project if the application meets certain requirements, including an independent peer review of the study for scientific merit and rigor. Veterans would need to have been diagnosed with two or more severe or life-threatening mental health conditions and deemed ineligible for US FDA-approved trials to participate in the research. The bill would make conforming changes and related findings and declarations.
