<blockquote> The bill amends California's education code by allowing the Commission on Teacher Credentialing to issue emergency career substitute teaching permits based on alternative qualifications. These alternatives include verification of at least 5 hours of professional development, an orientation training, and a mentor program for substitute teachers instead of requiring 90 days of substitute teaching in each of the three preceding years. The bill also allows permit holders who meet these new criteria to serve up to 60 cumulative days in a single classroom, including special education settings. For renewal, such permit holders must provide proof of 30 hours of professional development and their permits will be valid for one year.
