AB 2595: San Mateo Electric Bicycle Safety Pilot Program.
This bill aims to improve safety for young riders on electric bicycles. Until January 1, 2031, a local authority in San Mateo County can adopt an ordinance that prohibits a person under 12 years of age from operating a class 1 or 2 electric bicycle. For the first 60 days, violations will be punishable by a warning notice, while after 60 days, fines of $25 will be imposed. A parent or guardian who lets their child operate an electric bicycle in violation of the ordinance will be jointly and severally liable for the fine. The county must submit a report to the legislature by January 1, 2030, detailing traffic stops, results, and actions taken by peace officers.
