<p>The bill amends California's land use laws to streamline the approval process for small-scale housing developments. It allows applications for housing developments with up to two residential units in single-family zones to be processed concurrently with urban lot split parcel maps, bypassing discretionary review and hearings if certain requirements are met. Local agencies can condition building permits on obtaining and recording a parcel map. The bill also enables the conversion of primary dwellings into condominiums upon request and allows existing units within developments to undergo condominium conversions under state and local laws. Additionally, it facilitates concurrent processing for applications related to housing development projects on subdivided lots or building permits for residential units on proposed subdivided lots, subject to similar conditions.</p>
