The bill aims to regulate registration services for vehicles in California. It prohibits individuals from offering registration services without a license, and requires them to submit an application with a bond and nonrefundable fee to the Department of Motor Vehicles. Registration services must keep accurate business records and provide customers with a disclosure of services that can be provided by the Department without an additional fee. The bill also limits the additional fee imposed by registration services for services that are also provided by the Department to 5% above the Department's fee.
