The bill aims to increase the availability of affordable housing on faith-based lands. A residential care facility development project on land owned by a religious institution can be considered an allowable use at certain densities, provided it meets specific criteria. This includes being licensed to provide 24-hour nonmedical care for elderly, adults, or children. The development is also eligible for density bonuses, incentives, or concessions, or waivers or reductions of development and parking standards. Parking requirements are waived if the development is within one-half mile walking distance of public transit or one block of a car share vehicle. The bill applies to all cities, including charter cities, as it addresses a matter of statewide concern. The provisions of the bill expire on January 1, 2037.
