AB 295: California Environmental Quality Act: environmental leadership development projects: water storage, water conveyance, and groundwater recharge projects: streamlined review.
This bill aims to amend the California Environmental Quality Act (CEQA) to streamline the review process for certain environmental projects. The bill would apply to water storage, water conveyance, and groundwater recharge projects that provide public benefits and drought preparedness. A lead agency would be required to prepare a record of proceedings and provide a notice within 10 days of certification. The bill would also impose a state-mandated local program and exempt local agencies and school districts from reimbursement costs. The bill would extend the application of the Jobs and Economic Improvement through Environmental Leadership Act of 2021, which allows the governor to certify environmental leadership development projects.
